Position Summary
The QHSE Manager supports the development, implementation, maintenance, and continual improvement of the Company's Health, Safety and Environmental Management System (QHSEMS). The position provides practical HSE leadership and technical support to operations while helping ensure compliance with applicable international standards, regulatory requirements, client expectations, and industry best practices, including ADCI, IMCA, ISO 45001, OSHA, IMO, and regional QHSE regulations.
The QHSE Manager is a safety professional with hands-on marine and commercial diving experience who brings a strong HSE presence to the organization. The role serves as a key technical resource for the Company's Safety Management System (SMS), supporting field operations, diving activities, vessels, and regional teams. The Manager works closely with the Director, operational leaders, and field personnel to promote safe work practices, manage risk, strengthen HSE performance, and continually improve the Company's systems and processes.
The successful candidate will be comfortable working in the field, visiting client worksites, conducting diving and HSE audits, engaging directly with personnel, and providing practical guidance that can be effectively applied in operational environments.
Essential Functions & Key Responsibilities
Support the Director in the continual improvement of the Company's Safety Management System and associated processes and documentation.
- Provide practical HSE guidance and advisory support to marine, diving, vessel, and field operations.
- Serve as a technical resource for HSE policies, standards, procedures, and safe work practices.
- Apply commercial diving and marine industry experience to identify hazards, assess operational risk, and verify effective controls.
- Conduct or support diving audits, inspections, and field HSE assessments.
- Support QHSE policies, standards, manuals, and related documentation to maintain accuracy and alignment with applicable requirements.
- Assist with development and improvement of Safe Work Procedures for common job tasks and operational activities.
- Support incident reporting, investigation, causal analysis, corrective action management, and regulatory recordkeeping.
- Promote learning from incidents and operational experiences, using Human and Organizational Performance principles where appropriate.
- Support emergency preparedness, readiness exercises, drills, and response planning.
- Administer and improve the QHSE audit and inspection program, including corrective action tracking and follow-up.
- Support Class, client, third-party, and regulatory audits of the Company's Safety Management System and QHSE processes.
- Monitor QHSE and training data, trackers, dashboards, and reporting to support effective decision-making and risk visibility.
- Support regional and operational leaders with QHSE performance, compliance, and continuous improvement.
- Assist with administration of the Learning Management System and competency programs.
- Support the Professional Qualifications Standard (PQS) program and organizational competency development.
- Maintain corporate QHSE records, SharePoint resources, compliance platforms, and related documentation.
- Support ISO certification activities and alignment of baseline QHSE processes and documentation.
- Promote consistent application of QHSE standards and good practices across the organization.
- Develop training materials and learning resources as needed.
- Maintain regular communication with the Director and provide accurate, timely QHSE reporting.
- Travel as required to branch offices, client locations, vessels, diving operations, and field worksites.

Marine & Commercial Diving Experience
- Demonstrated hands-on experience in commercial diving and underwater operations.
- Marine or maritime industry experience, including vessel-based operations.
- Working knowledge of commercial diving hazards, controls, procedures, and operational interfaces.
- Experience conducting or supporting diving audits, vessel inspections, and field HSE assessments.
- Familiarity with ADCI, IMCA, IMO, and applicable diving and maritime requirements.
- Ability to engage credibly with divers, supervisors, vessel crews, project personnel, and operational management.
- Ability and willingness to travel to and work aboard client vessels and at diving worksites.
Regulatory & QHSE Knowledge
- Working knowledge of OSHA and applicable regional HSE regulations.
- Familiarity with ADCI, IMCA, IMO, ISO 45001, EPA, HSE UK, MoM, and other applicable regulatory or industry requirements.
- Experience with Safety Management Systems, QHSE management systems, policies, procedures, and document control.
- Experience with incident investigation, causal analysis, corrective actions, audits, inspections, and regulatory reporting.
- Understanding of emergency preparedness and response.

Data & Systems

- Advanced Microsoft Excel skills and familiarity with data visualization and reporting.
- Power BI familiarity preferred.
- Experience with Microsoft Office, SharePoint, Teams, LMS platforms, compliance systems, and electronic recordkeeping.
- Ability to use QHSE data and trends to identify risk and support informed decision-making.
Education & Experience
Required
- Diploma or Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, Marine Operations, or a related discipline.
- Minimum 5 years of experience in the maritime, commercial diving, underwater services, or related offshore industry.
- Demonstrated commercial diving or underwater operations experience is required.
- CPR, First Aid, and AED certifications.
Preferred
- HSE leadership or advisory experience in an operational environment preferred.
- NEBOSH International General Certificate preferred.
- Data management, analysis, and visualization experience preferred.
- Familiarity with ADCI, OSHA, IMCA, IMO, HSE UK, US EPA, MoM, and applicable regional regulatory requirements.
Physical Requirements
- Ability to travel as required to branch offices, vessels, diving operations, and field worksites.
- Physical ability to conduct diving audits, board client vessels, and participate in field inspections.
- Ability to perform moderate lifting and other physical activities associated with the position.
How Success Will Be Measured
Success in the QHSE Manager role will be measured through the effective execution of QHSE responsibilities, demonstrated improvement in QHSE systems and processes, and the consistent application of Company QHSE standards across operations. Performance will be evaluated based on the following:
- QHSE Compliance & Audit Performance: Effective administration and support of QHSE audits, inspections, and assessments, including timely identification, documentation, tracking, and follow-up of findings and corrective actions.
- Corrective Action Management: Timely and effective closure of corrective actions resulting from incidents, audits, inspections, client requirements, and regulatory activities, with appropriate verification of effectiveness.
- Incident Management & Organizational Learning: Quality and timeliness of incident reporting, investigation, causal analysis, regulatory recordkeeping, and implementation of practical corrective and preventive improvements.
- QHSE Management System Improvement: Demonstrated contribution to the continual improvement, accuracy, and effectiveness of the Company's Safety Management System, QHSE policies, procedures, Safe Work Procedures, and supporting documentation.
- Field & Operational QHSE Support: Consistent engagement with marine, diving, vessel, and field operations, including completion of required audits, inspections, site visits, and practical risk-management support.
- Training & Competency: Effective support of QHSE training, Learning Management System activities, competency programs, and the Professional Qualifications Standard (PQS) program, including accurate tracking and identification of training or competency gaps.
- QHSE Data & Reporting: Accuracy, timeliness, and usefulness of QHSE data, dashboards, trackers, records, and reports provided to leadership, including the effective use of trends to identify risk and improvement opportunities.
- Regulatory, Client & Certification Readiness: Maintenance of QHSE systems and documentation in a state of readiness for ISO certification activities and Class, client, third-party, and regulatory audits.
- Continuous Improvement & QHSE Engagement: Demonstrated ability to translate incidents, audit findings, operational experience, and QHSE data into practical improvements in processes, procedures, training, and operational practices.
